Homes planned

Program
2023 Housing Trust Fund

In plain English

A joint master plan by the City, the Housing Authority (HACA) and PEAK Academy for more than 50 acres of public land in West Asheville. The plan is meant to replace the 160-unit Deaverview Apartments with residents moving only once, and to add mixed-income housing, a public school, recreation, and community services. An earlier 82-apartment tax-credit infill plan was dropped in 2024.

Where it stands

A master planning contract was approved on Sept. 8, 2026. Implementation, including any land transfers, construction, and funding, will need future approvals from Council, HACA, and PEAK.

Next

Execute the City Collective contract and start a phased planning process of about 18 months, with stakeholder and community engagement throughout.
